You have to give it time. You also have to put effort into it which requires time, patients, and someone to help you along the way like a trainer who specializes in this sort of behavior.

Yes, he is still young so they can learn quickly, but it will still take some time. I would mention it to the staff at the shelter and they will be able to provide you with some tips on training him. I am no expert in dog training, but what I would do is introduce him slowly to one male at a time so he can earn his trust. Have the new person always give him a treat. Bringing him to dog parks when it is not too crowded would also help him be more calm around other people. Experiment with different things, and make sure to ask the shelter staff.

chances are he was abused and probably by a man which would explain why he is aggressive, what i would suggest is reteaching him that men arent bad and you can do so by exposing him to men (ones that are not afraid if things get rough. truthfully you might want the dog to be a little aggressive towards strange men for protection purposes
